Did OSI sell lower cost kits - like build your own - or did they sell them like this? Or is this just the inside of another machine?

yes, they did sell individual boards. You can see a heap of them here.

These two are plugged into what seems to be a home made backplane

However....

The label of the box says OSI CP8. This was a business model that contained these two boards (and a lot more) and had an external keyboard. So whether this is what's left of a CP8, or someone was trying to build one, who knows.
