Mac Classic not mounting floppies

My Classic's internal FDD is accepting floppies but is not mounting them on the desktop. I tried a known working external FDD as well and same results. I have dismantled the floppy drive and carefully alcoholled the heads and reset PRAM but no joy. My logic says there is a problem with the motherboard but Im not sure where to start - any clues?

What's the error message you see? Does it ask to format the disk, even though it's formatted already?
